Adjudicator Punyarthi agreed with the insurer, holding that the documentary evidence showed that the claimant was not employed at the time of the accident, was not receiving employment insurance at the time of the accident, and had not worked a minimum of 26 weeks in the 52 weeks preceding the accident.
